Federal Health Professional Council (FHPC)

In August, 2025, the Federal Health Professional Council underwent significant restructuring with the appointment of Prof. Alice as the new Chairperson. This expansion was driven by the need to better serve Myanmar’s diverse federal states and their unique healthcare requirements.

The restructuring aims to achieve more inclusive representation from all subject boards, all federal units while building stronger regulatory capacity to ensure quality healthcare standards across the federation.

Vision

“A Myanmar where all health-professionals deliver safe, ethical and highquality care, and where communities receive trusted, equitable health services from a competent, regulated and respected cadre of practitioners.”

Mission

“To promote, regulate and support the professional development, welfare and accountability of health-professionals in Myanmar; to set and maintain standards of education, competence and conduct; and to protect the public by ensuring that only qualified, ethical practitioners provide health-services in accordance with international best-practice.”

The objectives of the Federal Health Professional Council are:

  • For all Ethnic Communities within the Union to be able to benefit equitably from a safe, reliable and quality health care system;
  • To continually promote and advance the medical/professional knowledge, standard, skills and proficiency of the healthcare workforce;
  • To give recognition and endorsement of healthcare workforce already providing healthcare in all regions and to promote the quality of current healthcare courses;
  • To continually promote gaining of knowledge and skills of contemporary and modern techniques by the medical workforce and to safeguard and uphold their professionalism and conduct as a regulatory body;
  • To approve and provide acknowledgement and recognition of qualifications, be it undergraduate or postgraduate, and to issue a licence to practise with or without restrictions

Core Values (to support the Vision/Mission)

  • Excellence – we strive for the highest standards of professionalism and continuous improvement.
  • Integrity – we act with honesty, fairness, and transparency.
  • Accountability – we are answerable to the public, the healthprofessionals and stakeholders for our decisions and actions.
  • Respect & Compassion – we treat all practitioners and members of the public with dignity, empathy and cultural sensitivity.
  • Equity & Inclusion – we promote equal access, diversity and nondiscrimination within the profession and in the services provided to the community.
  • Collaboration – we partner with stakeholders locally, nationally and internationally to achieve our mission.
  • Innovation – we embrace evidence-based, forward-looking practices and adapt to change.

Ways forward are:

(a) To give recognition and honour the graduates of medical universities, colleges and technical colleges in the Federal Union and issuance of licence to practise;

(b) To evaluate, test and appraise the standard and quality of clinical practice of the healthcare workforce;

(c) To set up tribunal hearings for those in the healthcare workforce who have suffered injustices and defend their rights, and to admonish and reprimand those on professional misconduct issues;

(d) To maintain a safe and reliable standard of care in the private healthcare sector of the Federal Union by consultation and discussion and laying down rules and regulations, and help regulate by regular assessments and audits;

(e) To raise the standard of healthcare in all ethnic communities by working together in consultation, discussion, dialogue and sharing of information and knowledge with respective health organisations
